Yes, because the new versions include fixes and the removal of obsolete features, which could therefore affect users’ filesystems. Upstream, Debian has addressed this [1] and has restored the package to fix the issues caused by the old version of btrfs-progs. Ubuntu updates the "HWE" kernels and should maintain version parity with btrfs-progs, since upstream updates it [2] almost immediately after the kernel’s release.
