Hi David, When I started exploring Linux based options, I faced the same problem as you. Most Linux distros including Debian can only be installed either with a hardware synthesizer, or with the help of a Braille display.
One option that I particularly like is to debootstrap Debian from another distro called GRML. GRML can be installed using a software synthesizer. You can get GRML from here. http://grml.org/download/ Here are the instructions for starting GRML with Speakup and eSpeak. http://wiki.grml.org/doku.php?id=accessibility Check under the heading of "bootoptions".
