This is actually not the problem, check further in the log, you'll see
an attempt to look in $HOME/.speech-dispatcher.

Yes. In my NMU (0.7-5.1), I added some documentation about this: you
need to set

export SPEECHD_SOCKET=/var/run/speech-dispatcher/speechd.sock
