hi-quality means more CPU time :)

The question is whether acceptable quality can be obtained with not too
much CPU time. You can try to install the various speech-dispatcher-foo
packages to easily see what is available.

I don't know about the current Google TTS. There was the pico TTS, which
is completely offline and available as speech-dispatcher module, which
is quite good already.

online TTS will always be a problem, better focus on packaging offline
models which can be downloaded once for good, and kept loaded into
memory so there isn't the delay of loading it.
