Log message:
fix the logic for when to include the language chooser; before it was
stepping on USE_LANGUAGE_CHOOSER and always turning it on for
compact/idepci; now it sets a variable only for i386 idepci and
compact iff USE_LANGUAGE_CHOOSER=true
