rework this for woody; require archive as first arg; download
console-data as needed; eliminate a sparc keymap,
'i386/qwertz/de-latin1-nodeadkeys.kmap.gz', which was cauing failure
(will file console-data bug)

Major change is that when loadkeys fails, the script will abort; this
lets us find failures in the keymaps better
