Since we're not doing initrd, if the user's root fs is reiser, it has to
be compiled in.

I guess it depends on how much time it would take for the boot floppies to
be updated for it, on all architectures.  If time permits, it would be good
to keep our options open and support both 2.2 and 2.4.
