Log Message:

   * If base-config is removed in the middle of a base-config run, let the
     current base-config invocation still finish cleanly.
   * Moved inittab stuff into a lib file, as there is no need to have it
     directly in base-config.
   * Only trap signals in second-stage install, *not* when base-config is
     being run by hand. Closes: #100454
