Priority: extra
Build-Depends: debootstrap
Maintainer: not me

build:
        mkdir chroot
        debootstrap woody chroot
        tar czvf base.tar.gz chroot/*

binary:
        dpkg-distaddfile base.tar.gz devel extra
        ...

Hm, given the troble pools have with only-source packages though, it
migh need to provide a dummy .deb to get into the archive. Yuck.
