I confirm, that the bug is gone. I installed a fresh Debian from http://cdimage.debian.org/cdimage/daily-builds/daily/arch-latest/i386/iso-cd/debian-testing-i386-netinst.iso 04-Oct-2008 23:33 and used 'Oäääl' as root password. Everything was fine after the installation and I could su to a root console. The former bug occured with the graphical installer; sorry, I did not provide this information in the original bug report.
