d-i embeds a large number of its build dependencies in images. Around 20 packages, with complex arch specifiers. There needs to be a declarative way to flag a build dependency as such, and have it automatically put into build-using. Any attempt to script this is going to result in a mess, busywork, and inconsistency. -- see shy jo
