http://ftp.debian.org/debian/dists/testing/main/installer-amd64/20130211/images/
looks all good, with only directories having a newer date. Maybe the
mirroring thing triggers date updates on the files too on other
mirrors? You might want to get in touch with the ftp or mirror teams
to check those points.
