Yes, there is:
$ cd ~/src ; svn co svn://anonsvn.kde.org/home/kde/trunk/l10n-support/pology
$ cd .../po/fr/
$ ~/src/bin/posieve diff-previous
That'll mark additions/removals with {+...+} and {-...-} in the #|
quote.
