Bug#131709: chroot segfaults

Manually invoking root.bin's "/usr/sbin/chroot /target <cmd>" from the
installer's shell always segfaults.

Perhaps this explains the "Failure trying to run : chroot /target dpkg"
encountered while installing the base system.
