Hmm, there was a decision to mark that strings in s390-zfcp as not-translatable, right? See https://lists.debian.org/debian-boot/2016/02/msg00259.html and follow-ups. So, why is there a corresponding pot-file listed at https://www.debian.org/international/l10n/po-debconf/pot#s390-zfcp ? This package is an udeb package, which is a special package form only for the Debian Installer. The translation for those packages is managed via the translation team of the Debian Installer.
