cups and cups-client are Depends:. However, cups depends on cups-client
and has done so since version 1.3.10-3. From the changelog:

* debian/control: Moved dependency on cups-client to Depends:, as
cups-client is needed by the post-install script for the update of the
PPDs of existing print queues.
I would also query cups-bsd as a Depends: (or even as a Recommends:).
cups itself has it as a Suggests: and command line printing is well
covered by the System V utilities in cups-client.
