I think these two lines should go into /etc/network/interfaces:

    auto lo
    iface lo inet loopback

My new Woody install had no loopback device and no ping to localhost.

We have already bugs of this kind and a fix in CVS, please try the CVS
build from http://people.debian.org/~blade/bf2.4
