Bug#875989: console-setup: generated cached_setup_keyboard.sh references /tmp/ file

[OGAWA Hirofumi]

bash-5.0 fixed the nanosecond timestamp compare bug.  So, in the case of
/bin/sh == /bin/bash, this will be fixed.
