Arguably that bug should be severity important.

Basically users end up with an unusable 'rescue' boot menu option if
they chose not to set a root password during install.
See #977358 for a thorough explanation and workarounds (one being
editing the kernel command line, which kind of defeats the purpose of
having the menu entry in the first place).

("rescue mode" should probably have been "rescue boot entry", to avoid
confusion with D-Is rescue mode)
