Well, yes, that's an obsolete version; buster has:
debootstrap | 1.0.114+deb10u1 | oldstable | source, all
Start by refreshing your apt cache?
Also, while some of us can read error messages in German, it's best
practice to set LC_ALL=C so that you get English messages to report
(this is a development list, where English is expected).
