This report is quite old.
Tests with Trixie and recent testing images show, that this issue has been 
fixed in the meantime:

1.
With usual installation images (non-live), using the debian-installer leads to 
xfsprogs being installed.

2.
With a live image, using the debian-installer leads to xfsprogs to be installed.

3.
With a live image, using the Calamares installer leads to xfsprogs being 
installed.


So, I close this bugreport.
