IMHO the correct solution is to just drop Packages-arch-specific 
unconditionally.

Packages-arch-specific was used historically, but most of what it did 
contain already moved to build dependencies.

All that is left right now are 20 packages (rootskel-gtk and X modules) 
on s390x, attempting to build these X modules would be both pointless 
and harmless (no matter whether or not the build succeeds).

Perhaps confirmation from the installer team that building rootskel-gtk
on s390x will not have any unexpected side effects, but otherwise what
is left in Packages-arch-specific is not even worth bothering to move
to the build dependencies.
