normal packages will be full installed after the menu-item was selected. In this case the maintainer scripts are executed. But packages without a menu-item will never be installed this way. They will not installed until a dependency force this. This will break the usage of these packages from the console (tty2), or packages with can't be included in the Depend field (eg kernel modules). So, anna should detect, if there is no menu-item assigned and then install the package.
