When I choose Swedish keyboard before anna runs, everything works
perfectly. If I choose it after anna has run, I get a very broken
keyboard, the arrow keys are messed up and enter doesn't work.

I haven't tested for other keyboard types.

Are there any keymaps that anna installs automatically that could break
kbd-chooser? Why?
