I first thought that this was due to low priority for debconf.

However, I never chose low priority during this test......

On the other hand, I cannot reproduce this now (with the same ISO
image...strange....). It looks like I went through a specific path
which lowered debconf priority (probably while trying to deal with the
USB keyboard stuff).
