I suspect that this is because that letter is missing in the templates used on the boot floppy, and because of this is missing in the reduced font used by bterm. The proper fix for this is to get bterm to reload the font when the complete font is loaded from package bterm-unifont. If this is the case, the bug could be assigned to bogl-bterm, with suggestions to implement font reloading.
