Yes, this is the sign of a missing debian/po/output file

I guess that elilo-installer on the system you tested was an 
older than 2 weeks version. This output file was added 2 weeks ago according
to CVS (Wed Dec 24 08:50:33 2003 UTC)

Yes, your conclusion is right. 0.0.2 upload happend on Dec 15th

The english dialog in beta2 for french installation is a direct
consequence of the wrong encoding, thus logical.
