Eh, please do not do this yes. This remove the Woody compatibility. When you asked if it was ok to remove the debootstrap_settings code from base-config, I thought you asked if it was ok to remove it from base-config, not from d-i. I use d-i to install Woody, and the base-config version we use still uses debootstrap_settings.
