I tried installing the daily i386 netinstall from 14.01.04, somehow the german keymap can't be loaded. Here is the output of the following command after the basic install.
dpkg-reconfigure console-data
It went through the process of selecting the keyboard with the following end output:
"Looking for keymap to install: de-latin1-nodeadkeys KDGKBENT at index 128 in table 0: Invalid argument Failed to dump keymap! This might be because your console cannot be opened. Perhaps you don't have video card, are connected via the serial console or ssh. Not loading keymap!"
