This is debatable, but I propose to set the LANG variable to this locale in /etc/environment. This setting should be optional. For avoiding console problem with non Latin languages, I suggest to ask whether the user wants to set this locale as default for the whole system. This question should be medium priority for Latin languages (there is no immediate problem in having the default to anything else than English then) but maybe high priority for non Latin languages where console problems may then occur.
