[Moving this discussion to debian-boot] Absolutely, configuring console-tools when it supports the selected locale is IMO the way to go. For this I am willing to add another field to languagelist, like console_font(map), e.g. in your case iso02.f16(iso02), /etc/console-tools/config would then be configured with these values, and 2nd stage should work out of the box (and will continue to work after base-config exits). Of course, languages which need special terminal emulators are not affected by this change. Unless someone disagrees, I will add this field in languagelist and patch termwrap accordingly.
