I create build/needed-characters and put there a "fr" file which lists all non ASCII characters we need for our language, and for debconf templates (no, no Euro sign and so on). We can then ask each language coordinator to create such file for his/her own language. Sounds a bit overkill but this will help knowing which language need which character. This is of course targeted on ISO-8859-* (or even only ISO-8859-1) based languages.... Be aware that the first character is the non breaking space. I did not want to forget it. The file is UTF-8 encoded.
