When installing from a serial console, the keyboard chooser question
makes no sence. Combind with the bug in the sun keymaps that make no
choice usable, this is irritating in that d-i keeps trying to ask this
useless question over and over.

- When using a serial console, ask "keyboard arch" question at low
priority, defaulting to "none". Closes: #231219.
- Also try to detect serial consoles from /proc/cmdline, to deal with
UARTs that don't support TIOCGSERIAL.
