This is fixed in debootstrap:
debootstrap (0.2.31) unstable; urgency=medium
* [sarge] Exim has changed GnuTLS dependencies. Added libgnutls10,
libgcrypt7, libgpg-error0, libopencdk8, libtasn1-2; dropped libgnutls7,
libgcrypt1, libtasn1-0.
* [sarge] Removed libgnutls7, libgcrypt1, libtasn1-0.

If d-i is using cdebootstrap the changes need to be duplicated there.
