Nevermind... I'm an idiot. I'm not adding installer packages. I'm adding packages to be installed.
I've changed the above line to read.
Packages "dists/sarge/main/binary-i386/Packages";
I had time to burn one CD after that, it got past the installer error but bailed 'cause it couldn't find an installable kernel... Syslog says that Packages.gz is corrupt. Maybe I'll figure that out in the morning.
