The Alpha netboot images currently seem to consist of a kernel and a ramdisk. We don't currently ship an aboot that supports netbooting with initrds (#127303) which means the kernel ought to be built with an integrated initrd - http://lists.debian.org/debian-alpha/2002/debian-alpha-200202/msg00036.html gives instructions on this.
