Hmm... yes, it turns out that my problem was discover2, it worked when I installed discover1. I had previously installed usbutils and restarted hotplug, and got it to work, but it wasn't because of usbutils but because of the actual restarting. I think usbutils was needed for coldplugging before (and indeed the README says so) but apparently it isn't anymore.
