Joey, IMHO it's more serious. /lib/debian-installer.d/S25env2debconf does to set debconf variable from cmdline, but debconf-set works only when templates file includes such a parameter, doesn't it? We can't provide debconf value for udeb packages are loaded by anna dynamically.
