The 'dpkg --configure man-db' step fails in the installation, which causes the 'Install base system' step to fail. My work-around was to use console #2 and insert 'exit 0' at the top of /var/lib/dpkg/info/man-db.postinst in between the package being extracted and the configuration being run.
