Hmm, I'm not sure this isn't related to 228839. While worded differently, the idea is the same-->the debconf priority after 2nd stage should be the same then the original priority, whatever it is. I mentioned this as "should re-ask the debconf priority question after base-config" because at this time, I saw the problem this way. But, indeed, we should, at the very beginning of 1st stage, keep the debconf/cdebconf priority and just reset it at the end of the 2nd stage (that is, base-config).
