This may be true in general; it is definitely not true for S390; almost everyone will use the console, although that will generally be a tn3270 connection rather than the hardware console or an actual attached 3270 tube. The 3270 must be treated as a dumb terminal; it does not understand ANSI escape sequences, for instance, and operates in line, rather than character, mode.
