there is a message by Martin Michlmayr for bug #247819:

As a workaround, you can edit
/var/lib/dpkg/info/base-installer.postinst and and then add the line
waypoint 5 install_extra
just before
waypoint 1 pick_kernel
Could you please include this fix, so that root on RAID1 can work.
