To proper support ssh, I need to put it between netcfg-static and
choose-mirror/load-installer/download-installer.
Therefor I propose the following changes:
20 netcfg-static
21 network-console
23 choose-mirror
load-installer
download-installer
Otherwise we should finaly move the item numbers between 100 and 999.
