I found out more about this. Apparently, QTparted uses "ntfsresize", from the "ntfsprogs" package. This page: http://mlf.linux.rulez.org/mlf/ezaz/ntfsresize.html ... says that ntfsresize is free software, and it sounds like it might be possible to call on it from partman.
