This is intended, taksel only uses the language tasks for new installs, and it automatically installs an appropriate one.
When running 'tasksel --new-install' I don't see the language specific
tasks (I tried both with Hebrew & Enlgish locales). Which doesn't match your answer. Please clearify the situation. Thanks.
