Installed beta3 and then chose desktop-environment from tasksel.
localisation set during install is not active afterwards
The settings seem to get messed up again later.
-- needed to run dpkg--reconfigure locales
(and there was no default set) to get apps speak german.
-- Keyboard on virtual consoles german but wrong. i.e. Alt-F[1-12] do
not work and you are trapped in there once you leave X.
I think this has been due to the console-data package that got installed
after leaving base-config package-tool selection for whatever reason.
-- In X itself the keyboard has is english. The installation does not
seem to have picked up on system settings.

Many thanks for all your feedback. Since the issues directly related to=20
the installer seem fine for you now, I'll allow myself to close the=20
#240721 report.

In this case I suggest that you file a bug report about this against the=20
package in question.

I'm not really sure about this one. 'apt-cache show ispell german'=20
doesn't mention either of the two packages. However -tex sound like it=20
may relate to TeX in some way. I think you should go with "ispell=20
german".

You might wanna file a report against console-data then, although we are=20
very close to a freeze (it might be too late to fix it, since it's not=20
a release critical bug, and the developers are probably pressed for=20
time). Anyways, I think it's worth mentioning to the maintainer of=20
console-data (maybe it's trivial to fix). You could set the severity of=20
a bug report to minor. That should be suitable.
