Examining [1] the base-installer package code shows that the installer does indeed choose an optimised kernel in some situations. However unfortunately the resources are not available to build a kernel for each possible variant. Since i686/athlon variants are the commonest, a kernel version is produced for them. I'm sorry that we are unable to provide an kernel optimised for i586.
