I might add parenthetically that I entered dependency hell when trying
to do a cross install of sarge. The effect was simply that debootstap
simply did not install a lot of the base packages.

The solution was to use a program named cdebootstrap. I don't know
what differentiates it from vanilla debootstrap other than it seems to
be a lot smarter about handing dependencies.
