One is for an image with kernel 2.6, the other for 2.4. Also, the symtoms differ a bit, the installer does not restart constantly on kernel 2.4. Both images seem to ignore the boot options, or at least they ignore debian-installer/framebuffer=false. I'm not quite sure myself whether they should be merged or not, I guess it can't hurt.
