As you have probably seen since, this mail from me was completely stupid..:-) I interpreted your request badly, essentially because I personnally think that a few build-time things could be moved to run-time in language/country choosers (let's say localechooser now). For instance, idealistically, the list of countries for a given language should be built at run time, not build time. This would save us the rebuild of localechooser when a new locale is added. However, the new (and good) scheme for handling the shortlist does not allow this anymore.
